Traditional policy-making instruments have been, so far, partly insufficient in promoting sustainable consumption habits. Consistent segments of the population in European countries declare themselves worried about the environment – 93% of EU citizens see climate change as a serious problem and 79% see it as a very serious problem (European Commission, 2019) – and willing to take action in the matter. Notwithstanding this, they often fail to do so.
